The repo contract now sends Codex and Claude questions to openspec/plan/<plan-slug>/open-questions.md instead of losing them in chat-only notes. This adds committed plan guidance plus scaffold changes so new plan workspaces create the file and every role task points at it. The example block in openspec/plan/README.md now carries the three joined-session questions the user asked to preserve across repos.
