feat(server, web, mobile): fall back when the default provider is out of usage - #26164
new threads can use an environment fallback model from settings > threads when their default model's usage pool is exhausted. web, mobile, and mcp launches apply it only when the fallback is usable. explicit, carried, and sticky selections keep their existing precedence, and running threads keep their model. the web composer explains the fallback and hides the notice for explicit selections and multi-model sends. dismissing the notice hides it until that usage window resets; setting the fallback to none turns the whole thing off.
text generation checks usage before calling the selected provider and uses the existing fallback chain when that provider is exhausted. candidates must be enabled, installed, authenticated, available, text-generation capable, and have usage remaining. review guides only fall back to codex or claude. scheduled tasks keep their stored selection.
check:changed at ced10aa (main merged) passed format, lint, both knip checks, graphql generation, 32 package typechecks, and 267 tests across 9 files; the browser test file needs a Playwright chromium the testbox lacks, and CI runs it green. an e2e pass on the combined stack with real Claude Haiku and a fake Codex at 100% covered the fallback, dismiss across drafts and reload, the notice returning for a new window, use-default, a 20% control, and the usage re-probe from #26234. native mobile, electron, and live-account text generation remain unverified. written by gpt-6.1-sol (high) and claude-opus-5-5 via T3 Code, on behalf of Maria.
Macroscope's review found this PR requires human approval — The PR adds configurable fallback models for new threads and automatic provider switching for existing text-generation operations. Human review is needed to confirm the default cross-provider routing behavior and its cost and data-handling implications.

The change adds a configurable fallback model and shared usage-limit-aware selection for new threads and scheduled tasks. Web, mobile, and server flows use the resolver. Text generation can retry with an eligible fallback, and chat drafts can show fallback details.
Server settings add nullable fallbackModelSelection. Shared logic checks provider usage windows and fallback eligibility when resolving new-thread selections.
Fallback model settings apps/web/src/components/settings/ProjectDefaultsSettings.tsx, docs/user/outside-agents.md
The settings UI supports choosing or clearing a fallback model. The documentation describes its use for new threads and project defaults.
Client thread and scheduled-task flows resolve selections using fallback settings and provider availability. Chat drafts show fallback model details and, when available, the exhausted provider’s reset time.
Server thread selection apps/server/src/mcp/OrchestratorMcpService.ts, apps/server/src/mcp/toolkits/project/handlers.ts, apps/server/src/mcp/toolkits/project/tools.ts, apps/server/src/mcp/toolkits/project/handlers.test.ts, apps/server/src/serverRuntimeStartup.ts, apps/server/src/serverRuntimeStartup.test.ts, apps/server/src/serverRuntimeStartup.autoPull.test.ts
MCP project selection and bootstrap thread creation use the shared resolver. Tests cover fallback use, explicit model precedence, and provider-registry dependencies.
Text generation retries with an eligible fallback for exhausted usage windows or recognized usage-limit errors. Other errors are propagated, and tests cover fallback and failure cases.

Do not let a settings-read failure replace the primary result.
retry() is on the failure path. If serverSettings.getSettings fails, the caller receives Could not read fallback model settings. In the usage-limited case, the original usage-limit error is lost. In the preflight case, the selected provider is never attempted.
Treat a settings failure as "no fallback available". Log it first, because it is unexpected and not otherwise recorded. The existing "no fallback" branches then call the selected provider or return the original error.

Replace message-text matching with structured usage-limit detection.
usageLimited becomes true when code, detail, or message matches a regex. The regex includes generic phrases such as rate limit and too many requests. TextGenerationError.detail can carry provider CLI output. A transient throttle, or output that merely contains one of these phrases, can switch providers and send the request twice. Substring matching on human-readable text should not decide this. Prefer a typed signal such as class === "usage_limit" or a status code. The provider layer can set that signal when it wraps the failure. Limit the text fallback to usage and quota wording, or remove it.
The cast to { class?, code?, ... } and the typeof cause === "object" check parse an unknown value by hand. Use Predicate.isObject or a Schema instead.
Based on learnings: "classify errors by status code, not by matching human-readable message text". As per coding guidelines: "AVOID using predicates or manual parsing, instead use Schema to parse untrusted data and validate it."

Move the fallback banner construction into a named helper.
The banner title holds a long template string. It contains a nested find/find lookup, a ternary, and a locale-time call. This is hard to read and review. The other banners in this list (feedbackBannerItem, usageLimitRecoveryBannerItem, branchMismatchBannerItem) are built by named helpers. Extract a similar helper, for example fallbackModelBannerItem. Pass it the fallback, the resolved selection, and providerStatuses. This also keeps ChatView smaller and lets you unit test the title text.

Skip signed-out fallbacks in the text-generation retry predicate.
The retry predicate at TextGeneration.ts:98-109 has no auth.status check. A fallback with auth.status === "unauthenticated" passes it when its availability is not "unavailable". Because fallbackTextGenerationModelSelection returns the first candidate that passes, this fallback can be chosen ahead of a later authenticated one. Generation then runs only on that fallback. A failure from it is returned to the caller, not retried against the authenticated candidates.
The shared new-thread resolver in packages/shared/src/usageLimits.ts:52-67 rejects auth.status === "unauthenticated". The PR also states that fallbacks are skipped for signed-out users. The text-generation retry does not apply that rule.

When the default provider is exhausted, resolveNewThreadModelSelection can select a fallback whose model is absent from fallback.models. Apply the catalog check in the shared resolver. Do not add it to settings persistence, which does not have the provider snapshot needed for validation.

Signed-out providers in the text-generation fallback: fixed in c0a6ed9.
Antigravity fallback missing from the account catalog: not changing. A default model has the same failure mode today, and the settings picker only offers models from the catalog. A check for one driver in the shared resolver would treat the fallback differently from the default. If Antigravity catalogs need checking at selection time, that should cover both defaults and fallbacks in a separate change.
If OpenCode Go is exhausted but openai/gpt-5 is available, this call rejects the OpenCode fallback because it passes no model. The code then calls the exhausted primary provider, so text generation can fail despite a usable fallback. Choose the fallback model before the eligibility check and pass it to exhaustedUsageWindow. The shared helper already distinguishes these pools by model. (raw.githubusercontent.com)

If the first fallback candidate is installed and enabled but unauthenticated, this predicate accepts it. isProviderAvailable does not check authentication. The retry then fails on that provider instead of trying a later authenticated candidate. Apply the authentication check already used by resolveNewThreadModelSelection to this separate eligibility path. This is the analogous issue noted in the prior review, not a regression in that resolver. (raw.githubusercontent.com)

TextGeneration.ts intentionally excludes provider.quota failures with status 402 from fallback. The current typed-quota scenario covers only status 429, so removing that exclusion would not fail the test.

Merges upstream `pingdotgg/t3code` `fe219c4de1` (95 commits, base
`49a9e80e0b`) into the fork. Branched from `main`; no open merge PR to
stack on.
## Resolution
15 conflicts, each resolved by the verdict `preflight.mjs` printed for
it. The full record is in `docs/fork/upstream-merge-log.md`
(2026-10-29). The main points:
- **`LegacySidebar.tsx` deleted upstream** (pingdotgg#21039). The deletion is
taken. Its fork deltas (touch long-press, Add project gate) already live
in `Sidebar.tsx` / `SidebarThreadRow.tsx`. The file's paths are removed
from three inventory entries, and the helper only it used is dropped
from `Sidebar.logic.ts`.
- **Composer access mode.** Upstream's simpler composer (pingdotgg#25869) shows
the Access control in three places: the Permissions chip, the
compact-menu section, and the effort-menu section in
`ComposerControlsBar.tsx`. All three are gated on `FEATURES.accessMode`.
`ComposerControlsBar.tsx` is added to `chat-composer-gates`.
- **Sidebar.** Upstream's boring-sidebar project folders are combined
with the fork's browse/closed/subtask filter. Upstream moved the row's
meta line into a `metaLine` variable, and the fork's owner name and
parent/child task links now live inside it.
- **Settings.** The boring-sidebar Labs rows are client settings and are
not gated. Simlock hosts join the `serverBehaviorSettings` rows, and the
`simlock-hosts` search id is mapped to that flag. The new Fallback model
row is hidden together with the default model row
(`defaultModelSetting`).
- **`AGENTS.md`.** Upstream now has agents check user-visible changes in
a real client without asking first. The fork's version says the same,
still pointing at the fork's skills.
- `agentContextBudget.json` uses upstream's numbers, plus the fork's 108
bytes for `ProjectScript.port`. The value `46015` was measured by
running the budget test.
- `pnpm-lock.yaml` was re-derived from upstream's copy.
**Merge stats:** 595 files landed vs 593 in the upstream range (the gap
is explained in the tracker entry). Fork delta: 766 files, unchanged.
## Verification
`verify.mjs` was run in full. These checks pass: duplicate-adds,
tripwires, resolution-check, unsupported-methods, lockfile, fmt, lint,
typecheck, build. In the test step, `web` and `client-runtime` pass. The
same failures as the 2026-10-27 and 2026-10-28 merges remain, each
confirmed failing alone:
- `t3`: `RepositoryIdentityResolver`, `GitVcsDriver`,
`CodexChatGptAuth`, `CodexManagedRuntime` (the known `/tmp` sticky-bit
gap)
- `provider-opencode`: `OpenCodeServerLedger`
## Usable as-is
- Boring sidebar project folders, two-line folder rows, and hiding empty
projects (pingdotgg#21039, pingdotgg#26387, pingdotgg#26391, pingdotgg#26463)
- Simpler composer with grouped controls and effort words (pingdotgg#25869). The
access-mode parts stay gated.
- Pending approvals on their timeline row (pingdotgg#26255); tool call diffs open
in the diff panel (pingdotgg#26304); compaction row timer (3ef1610)
- Many web fixes: chat tables, inline code double-click, numbered
composer lists, image chips, scroll-to-end, tool groups after a
usage-limit pause, long-thread timeline perf (pingdotgg#26727)
- New Claude threads default to Opus 5.5 (pingdotgg#26358)
- PR files: mark viewed with shift-click, and the diff follows the file
tree (pingdotgg#26349, pingdotgg#26730). These are reachable only where the PR surface is
(`pullRequestSurface`).
## Unsupported in Moatless / needs implementation
- **GitHub sign-in through the T3 Code for GitHub app** (pingdotgg#26245):
`sourceControl.signInStart`, `signInWait`, `signInCancel`, `appAccess`.
New `UnsupportedMethodError` entries.
- **Simlock device pools** (pingdotgg#25259, pingdotgg#26706): `device.simlockIdentity`
(new union entry) and the `simlockDeviceHostsEnabled` server setting.
Part of the device hub gap.
- **Fallback model when the default provider is out of usage** (pingdotgg#26164):
the `fallbackModelSelection` server setting cannot be saved, because
`server.updateSettings` is refused. The row is hidden.
- Managing GitHub maintainer edits (pingdotgg#25588): in the pull-request write
family Moatless does not dispatch.
- T3 Connect tunnel usage and T3 Chat account push (pingdotgg#26369, pingdotgg#25931):
relay/cloud, decided out.
- Mobile dynamic workflows in the Agents sheet (pingdotgg#18642) and the mobile
app fixes: mobile against Moatless is unverified.
## Backend behavior to consider reproducing in Moatless
These are listed under _Runtime fixes upstream made to its own server_
in `docs/fork/gaps.md`:
- Falling back to another provider when the default is out of usage
(pingdotgg#26164), and refreshing usage when a turn hits its limit (pingdotgg#26234); no
replay of stale Codex usage limits (pingdotgg#26331)
- Settling a thread at once when its watched PR merges (pingdotgg#26395).
Moatless reads no PR for settlement today, so this is a decision rather
than a fix.
- Loading long thread history in bounded pages (pingdotgg#26240); publishing
local git status before the remote lookup (pingdotgg#21046); releasing completed
PR sweep data (pingdotgg#25177)
- Thread links that outside MCP clients can open (pingdotgg#26642); listing
snoozed threads across projects in one MCP call (pingdotgg#26442)
- Provider approval and subagent fixes: Claude command approvals
(pingdotgg#20145), ACP ID-only approvals (pingdotgg#26647), Cursor subagents (pingdotgg#26592),
OpenCode subagent runtime mode (pingdotgg#26302), Codex shadow-home locks
(c4606e5); shorter remote reconnect and command delays (pingdotgg#25754)

Merge pingdotgg/t3code main at dac8b11. The merge was clean; every
Cody-added line in the 19 files both sides touched survived.
- Adapted: upstream's out-of-usage fallback (pingdotgg#26164, pingdotgg#26234) treated any
exhausted Copilot quota window from Cody's OpenCode usage as exhausting
every OpenCode model. exhaustedUsageWindow now limits copilot_* windows

fileExplorerLabel.ts, RepositoryIdentityResolver.ts, server.ts,
DesktopWindow.ts, ipc.ts, vite.config.ts (server) - kept the fork lines,
took upstream's wording for the surrounding comments.
- Contracts: settings.ts keeps the fork's dictation/pushNotifications/
desktopNotificationSoundPath/showExternalSessions/staleClaudeCompaction

CollapseOnScroll and dismissedProviderUpdateNotificationKeys were removed
upstream and are gone here too); rpc.ts keeps the fork RPCs plus upstream's
new PeerLinks/SubscribeCommandOutput RPCs; ipc.ts keeps revealPath on
upstream's now-required bridge methods.
- Server: ws.ts/RpcAuthorization.ts/RpcInstrumentation.ts keep the fork
spreads (subscribeBackgroundPolicy entries dropped, removed upstream);
serverRuntimeStartup.ts taken from upstream (Effect.fn rewrite) with the
radar watcher start and repository-root bootstrap re-applied; server.ts
keeps dictation routes + GuestHttp; package.json keeps transcribe-cpp,
web-push and upstream's undici; tailscale.ts re-applies the Windows
spawn-target resolution to upstream's ChildProcess.make(command) shape.
- Desktop: ElectronShell openPath/revealItemInFolder ported to Effect.fn
style; upstream deleted the base openExternal/clipboard tests, the fork's
four path tests stay; DesktopIpcHandlers drops clearConnectionCatalog
(removed upstream).
- Web, large upstream rewrites taken wholesale with fork lines re-mounted:
ChatView (staleClaudeCompaction gate + composer.dictate in the new
shortcut map), ChatComposer (DictationButton next to the attach button,
insertTextAtCursor via useStableCallback), SettingsPanels (fork rows and
sections in the new per-panel layout), Sidebar (withForkThreadMenuItem,
SidebarExternalSessions, useForkThread), CommandPalette (dictation
palette item), ThreadNotificationCoordinator (fork playNotificationSound
only), useSettings (acked-settings overlay extracted to
fork/ackedServerSettings.ts), ChatMarkdown + new chat/MarkdownFileLink.tsx
(directory-open feature; handler extracted to fork/revealDirectory.ts),
ui/sidebar.tsx (edge swipe), __root.tsx (UserPresenceReporter),
main.tsx, entities.ts, vite.config.ts (web), manifest.
- Absorbed by upstream, fork copy dropped: draft-thread default model
fallback (pingdotgg#26164 resolveProjectDefaultProviderModelSelection replaces
resolveDefaultNewProjectModelSelection + useFallbackDefaultModelSelection,
the hook file is deleted); completion debounce, Windows notification tag
and click-to-focus (ThreadNotificationCoordinator.logic gate,
threadNotificationTag, revealWindow); plainHastText helper. Dead fork
code dropped: MessagesTimeline followActive (never passed) and the
timelineScrollAnchoring helper tests upstream deleted.
- modify/delete: LegacySidebar.tsx, ThreadNotificationCoordinator.test.tsx,
.badge.test.tsx and fileExplorerLabel.test.ts deleted as upstream did.
- Generated/lock: pnpm-lock.yaml is upstream's plus the fork's dependencies
as resolved by the owner-approved `corepack pnpm install` in the sync
worktree; routeTree.gen.ts was regenerated with @tanstack/router-generator
so the fork's external-session route is back.
Also carries the source-level port of fork code to upstream's new rules, so
this commit passes the pre-commit hook on its own (vp staged lints every
staged file and runs knip over the whole tree, and a merge-only tree fails
both): Effect.fn rewrites, comment trims and lint-rule conformance in fork
files; fixes for upstream renames in fork mounts (EventSink layer, provider
map for the fork gate, store.setOpenMobile, forkSettingsDirtyLabels, exported
ThreadStatusLabel / shouldPublishAgentAwarenessEvent, Cache-key rootPath in
resolveWorkspaceRoot); knip entries for the npm dictation worker and the Web
Push service worker; fork symbols that nothing imports un-exported; dead
fork code deleted (shared/orchestrationErrors, the timelineScrollAnchoring
real-content-end helper); fork/testWsRpcServices.ts stand-ins for the two
upstream tests that build the production RPC layer. Test-only ports (the
event-driven radar watcher test and its DirectoryWatch seam, DOM tests moved
to the browser project, docs formatting) follow in the next commit.

new threads can use an environment fallback model from settings > threads when their default model's usage pool is exhausted. web, mobile, and mcp launches apply it only when the fallback is usable. explicit, carried, and sticky selections keep their existing precedence, and running threads keep their model. the web composer explains the fallback and hides the notice for explicit selections and multi-model sends. dismissing the notice hides it until that usage window resets; setting the fallback to none turns the whole thing off.
text generation checks usage before calling the selected provider and uses the existing fallback chain when that provider is exhausted. candidates must be enabled, installed, authenticated, available, text-generation capable, and have usage remaining. review guides only fall back to codex or claude. scheduled tasks keep their stored selection.
check:changed at ced10aa (main merged) passed format, lint, both knip checks, graphql generation, 32 package typechecks, and 267 tests across 9 files; the browser test file needs a Playwright chromium the testbox lacks, and CI runs it green. an e2e pass on the combined stack with real Claude Haiku and a fake Codex at 100% covered the fallback, dismiss across drafts and reload, the notice returning for a new window, use-default, a 20% control, and the usage re-probe from #26234. native mobile, electron, and live-account text generation remain unverified. written by gpt-6.1-sol (high) and claude-opus-5-5 via T3 Code, on behalf of Maria.
