fix(server): launched threads step down to a runtime mode their provider offers - #26682
A thread started with a runtime mode its provider does not offer runs as Supervised (RuntimePolicy falls back to approval-required), so it asks for approval on every command. #18065 fixed this for delegate_task within one environment: an inherited mode steps down to the broadest mode the target offers, and an explicit unsupported mode is refused (documented in docs/orchestration-v2/orchestrator-mcp-server.md).
t3_thread_launch never got that check, and delegate_task to a linked environment (#16719) launches through it on the other side. So the documented rule does not hold there. Reproduced on main (9826dbb) with RemoteDelegation.test.ts's two-server harness (laptop and box over HTTP, link at full-access), a real delegate_task, and the stored mode passed through RuntimePolicy.layerFromProjectStore with each driver's reported modes:
parent mode
target (offered modes)
stored on the box
runs as
same-environment delegate_task
auto
Pi (approval-required, auto-accept-edits, full-access)
auto
approval-required
auto-accept-edits
full-access
Fx (approval-required, auto)
full-access
approval-required
auto
auto, explicit runtimeMode: "auto"
Pi
auto (accepted)
approval-required
refused
A plain t3_thread_launch with a Pi modelSelection from a caller limited to Auto (an agent thread, an external MCP client approved at Auto, or a linked environment) stores auto the same way.
Change
t3_thread_launch looks up the target provider's supportedRuntimeModes in ProviderRegistry and passes them to the same resolveRuntimeMode that delegate_task uses, after the existing ceiling and project-default steps. Replays of an accepted launch skip it, like the other new-launch checks. That one place covers local launches, launches forwarded from a linked environment, and linked delegate_task. Providers that report no modes are unaffected.
The tool now declares ProviderRegistry as a dependency. The two box-side test layers that mocked it empty now return an empty provider list, and the doc's t3_thread_launch section states the rule.
Scope and approval
A small, focused fix for an obvious bug: #18065 already decided and documented the intended behavior, and this applies that existing rule on the launch path that bypasses it. No new behavior or settings.
Verification
New focused test in toolkits/project/handlers.test.ts (a client limited to Auto launching Pi): the inherited mode steps down to auto-accept-edits, an explicit auto is refused, and approval-required passes. It fails on main (expected 'auto' to be 'auto-accept-edits') and passes with the change.
End to end (throwaway test on the two-server harness, box reporting each provider's modes): with the change, linked delegate_task stores what same-environment delegation resolves. Auto → Pi auto-accept-edits; Auto → Grok/Fx auto; Auto → Muse and Auto-accept edits → Grok approval-required; Full access → Fx auto; Full access → Pi full-access; explicit auto → Pi refused with "Provider pi does not offer runtime mode auto…".
vp test run for handlers.test.ts, RemoteDelegation.test.ts, PeerForwarding.test.ts, PeerLinkRequests.test.ts, McpHttpServer.test.ts, linkOrigin.test.ts, toolkits/core.test.ts, OrchestratorMcpToolkit.integration.test.ts, McpToolAccess.test.ts, OrchestratorMcpService.test.ts, ClaudeAdapterV2.test.ts: 459 passed. Server typecheck clean.
vp run check:changed: format, lint, knip for these files and typecheck (36 packages) pass. Its full test run fails 19 tests in unrelated areas (desktop/Electron install, build scripts, the guest-page browser test, Fx skills, and seven server files such as ClaudeSkills, externalLauncher, CodexInstallation). The seven server files fail the same 12 tests with this change reverted.
Not checked: a live run with a real Pi agent in two linked environments.
Macroscope's review found this PR requires human approval — Thread launches now reject unsupported explicit runtime modes and choose a supported fallback when the mode is inherited or omitted. Human review must confirm this change to default thread autonomy and approval behavior.

New thread launches now resolve runtime modes against the selected model provider’s supported modes. Tests cover inherited and explicit modes, and the launch documentation describes the behavior.

For new launches, the handler resolves the runtime mode against the selected provider’s supported modes. Tests cover inherited and explicit requests. The peer test mocks now return empty provider lists, and the documentation describes unsupported and inherited modes.
New launches select a provider-supported mode. No actionable risk introduced by this change remains.

Full details: Description check
Explanation
The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections, and each section has specific content. The Problem section gives the reproduction, the Change section explains the fix and the components it touches, and the Scope section explains why no prior issue is linked (small, focused fix that applies existing documented behavior from #18065). The Verification section lists focused tests, the observed failure and pass on main, end-to-end results, and what was not checked. The template also asks for the model and harness used, and the author included 'Written with Claude Opus 5.5 in Claude Code.' The description is thorough and sufficient for review.

thanks @henrychu04. reusing delegation's resolver is the right fix, and your regression test reproduces the defect on current main.
updated this original branch, preserving your commits and merging github/main without rebasing. simplified the capability check to one guarded resolver call, reused main's provider dependency and test setup, and replaced the test's provider cast with a typed snapshot. the final diff has five files and nine added production lines. inherited/default modes step down within the caller's ceiling; explicit unsupported modes fail before launch; accepted keyed launches bypass fresh capability checks.

reproduced on github/main (616c426f5f) in a separate worktree first. installed both checkouts with vp i, ran one background dev server at a time, and drove the actual web client with repo playwright and /usr/bin/google-chrome. the project and threads were created through the app. the parent was real codex gpt-6.1-sol in auto mode; it called orchestrator_capabilities and t3_thread_launch against a real pi provider using cliproxyapi/gpt-6.1-sol.
main: inherited pi launches stored auto and ran supervised. both pwd and a file write prompted for approval. explicit unsupported pi auto was also accepted.
pr: inherited pi launches stored auto-accept-edits. pi wrote and read the same ignored marker file without an approval prompt, returning WRITE_READ_OK. pwd still required approval and completed after approval.
explicit pi auto returned invalid_request with the supported modes and created no thread. explicit approval-required remained accepted.
neighboring codex auto launch preserved its mode and completed a real pwd turn with CODEX_NEIGHBOR_OK.
pi needed --no-extensions --thinking low in its app launch settings to avoid an unrelated globally installed extension/proxy failure. t3's explicitly injected mcp/permission extension stayed active, as the real approval interaction demonstrates. both main and pr used those settings for the runtime comparison.
blacksmith ran the existing project-handler, remote-delegation, and peer-forwarding suites: 41 tests passed across 3 files. the current head also reports 28 successful ci checks. this is a behavior check, with no performance claim.

live forwarding or delegation between two linked environments, because the brief permits only one dev server. the existing peer suites passed, but they are not a live remote-provider check. native ios/android, the electron shell, other provider adapters, and replay after provider capabilities change were not exercised.
startup note: the first root-checkout invocation selected the default ~/.t3; it was stopped immediately and restarted with explicit --home-dir /home/user/t3code/.t3. the verification above used that isolated home copied from the stopped main dev environment.
