fix(core): docusaurus serve keeps the baseUrl with encoded slashes (AI-assisted) - #12901
Encoded slashes drop the baseUrl: with trailingSlash: true or false, serve-handler decodes /base/%2F%2Ffile to //file, merges the slashes and redirects to /file, then the homepage.
docusaurus serve now does all the trailing slash redirects (previous PR), so it no longer passes trailingSlash to serve-handler, which then never does its slash redirects. /base/%2F%2Ffile serves file.html, like without the encoded slashes.
serve-handler still decodes the path before its clean URL redirect: /base/file%2Ehtml redirects to /file, then the homepage. This PR captures it with a new edge case test: fixing it means decoding paths in our redirect logic, a bigger change for a request that only a hand-typed URL can send.
Test Plan
pnpm test packages/docusaurus/src/commands/serve: the encoded slashes edge case test is flipped, no snapshot row changes.
Corrected clean-URL redirects for encoded .html requests made beneath a configured base URL. These requests now follow the expected redirect chain and resolve to the site’s index page.
Slash normalization continues through the server’s redirect handling, avoiding conflicting redirects when serving pages with a base URL.
The serve request handler no longer passes trailingSlash to serve-handler. Tests cover an encoded-slash request that serves file.html and an encoded-dot request that redirects.

The handler omits trailingSlash from the serve-handler configuration. Tests cover an encoded-slash response and an encoded-dot clean-URL redirect when trailingSlash is unset.

Keep client routing aligned with encoded-slash responses
With baseUrl: '/' and trailingSlash: false, /%2F%2Ffile can serve file.html, but BrowserRouter retains the encoded slashes and normalizeLocation does not canonicalize them to /file. Route matching can therefore select the wildcard/404 route during hydration instead of the route represented by the server HTML.
Normalize this pathname consistently before client route matching and preloading, or redirect it to the canonical /file URL. Add a browser hydration assertion for this URL; the current test checks only the HTTP response.
