chore(ai): put comments on the code they apply to, with explicit default values - #12909
A comment should apply to the code it explains. Agents leave comments floating between unrelated lines, for example to explain why an option keeps its default value, like the trailingSlash of serve-handler in #12901.
The code-style skill now tells them to write that option with its default value, trailingSlash: undefined, and to comment it.
Test Plan
Docs-only change to the code-style skill. oxfmt passes.
The code-style skill adds guidance to place comments beside the code they explain. It also says to show an option’s default value when explaining why it remains the default.

Summary
Comment placement and defaults .agents/skills/code-style/SKILL.md
The guidance says to place comments directly on the relevant code. When a comment explains why an option remains at its default, it should show that default value.
The guidance could lead contributors to pin settings that should inherit future defaults. This is a bounded documentation risk; clarify the exception as a follow-up.

- Line 45: Update the configuration-comment guidance to say that options which
should inherit future defaults must remain unset, with the explanation placed
beside the enclosing configuration when needed; do not recommend writing a
concrete default value for those options.

- Comment the code that is weird, unexpected or surprising (a workaround, a non-obvious constraint, an order that matters): that's where readers need one.
- Keep comments short, one line when possible. Point to the details instead of writing them out: link the issue, PR, documentation or upstream bug that explains them.
- When moving an existing comment, keep its wording: fix typos, don't rephrase it.
- Put each comment on the code it applies to, never floating between unrelated lines. To explain why an option keeps its default value, write that option with its default value, like `trailingSlash: undefined`, and comment it.
Leave options unset when they must follow future defaults.
Writing a concrete default pins it across upgrades. For example, respectPrefersColorScheme: false prevents a site from inheriting the newer true default. Allow comments beside the enclosing configuration when the option must remain unset.
