Namespaces: wait out one that is still being deleted before installing into it - #2859
Crystal Specs (cnf_installation2) fails now and then, on main (c45a930, run 40860524717) and on unrelated PRs (#2856, #2858), always the same way:
cnf_install --cnf-config sample-cnfs/sample_oci_repo/ failed (exit 1):
ensure_exists: namespaces cnti-default, cnti-testsuite, default, ...
Label namespace/cnti-default with pod-security.kubernetes.io/enforce=privileged
helm install nginx-oci ... -n cnti-default
Error: INSTALLATION FAILED: create: failed to create: namespaces "cnti-default" not found
The previous example's cnf_uninstall deletes the namespace the suite created with --wait --timeout=60s. When the deletion takes longer, the namespace is still Terminating when the next install runs: SuiteNamespaces.ensure_exists finds it, labels it and goes on, and helm install meets the namespace as it disappears. create_missing, used for the namespaces that manifests reference, skips it the same way.
Change
ensure_exists waits for a terminating namespace (status.phase Terminating, or a deletionTimestamp) to be gone, up to GENERIC_OPERATION_TIMEOUT, then creates it as for a missing one. create_missing treats a terminating namespace as missing.
A namespace still there after the wait raises SuiteNamespaces::StillTerminatingError, naming the namespace and the conditions that hold it (remaining content or finalizers). The Helm and manifest deployment managers report it like an install error: cnf_install ends with exit code 1 and that message, not a crash.
Spec (cnf_installation1)
A namespace held in Terminating by a finalizer on a ConfigMap, released after five seconds: ensure_exists returns an active namespace the suite owns, at Pod Security level privileged.
Note
Rebased onto #2838: the wait for a terminating namespace comes before its shortcut for a namespace that already enforces privileged, so a namespace being deleted is never left alone as if it were usable.

Walkthrough
SuiteNamespaces waits for terminating namespaces to be deleted before creating them. If deletion exceeds the timeout, the setup task and deployment managers handle the error. Deployment managers mark the cluster as touched before namespace creation when applicable.
Changes: Namespace Recreation
Layer / File(s)
Summary
Detect and recreate terminating namespaces src/tasks/utils/suite_namespaces.cr, spec/setup_spec.cr
SuiteNamespaces detects namespaces with a terminating phase or deletion timestamp. It waits for deletion, then creates the namespace. If the namespace remains terminating past the timeout, it raises StillTerminatingError. The spec checks recreation, ownership, the enforce label, and cleanup.
The setup task reports StillTerminatingError and exits with status 1. Both deployment managers report the error and return false. They mark the cluster as touched before namespace creation when applicable.
lfn-cnti/testsuite#2838: Both changes modify SuiteNamespaces.ensure_exists and the setup and installation error-handling paths.
lfn-cnti/testsuite#2845: This PR includes the same namespace setup and deployment-manager changes as PR #2838, which this change extends.
Merge Risk: Minimal · up to 6d547
The namespace recreation and timeout-handling changes are mergeable with no established blocking regression.

Systems and components
observed — src (service) was modified; 4 changed files map to changed impact.
observed — spec (service) was modified; 1 changed file maps to changed impact.
Before / after behavior
observed — Modified behavior in spec/setup_spec.cr: Adds a namespace lifecycle spec that holds deletion with a ConfigMap finalizer, releases it after five seconds, and checks that ensure_exists returns a non-terminating, suite-owned namespace with the privileged enforce label. Cleanup removes the finalizer and requests deletion even if the spec fails.
observed — Modified behavior in src/tasks/utils/cnf_installation/deployment_management/helm_deployment_manager.cr: install_from_folder sets @cluster_touched before namespace creation and value resolution; previously it set the flag afterward. It now also rescues SuiteNamespaces::StillTerminatingError, prints its message, and returns false.
observed — Modified behavior in src/tasks/utils/cnf_installation/deployment_management/helm_deployment_manager.cr: Added handling for SuiteNamespaces::StillTerminatingError: print the error message and return false.
observed — Modified behavior in src/tasks/utils/cnf_installation/deployment_management/manifest_deployment_manager.cr: Before namespace creation, install now sets @cluster_touched when referenced_namespaces is nonempty; previously this flag was only set after namespace creation completed.

Handle namespace client failures and preserve partial-operation state.
When a terminating namespace disappears, SuiteNamespaces.ensure_exists recreates it and then applies the enforcement label. A label-command failure raises KubectlClient::ShellCMD::K8sClientCMDException, which install_from_folder does not rescue. The exception can escape before install_deployments performs normal failure cleanup. The assignment to @cluster_touched also occurs after namespace setup, so a handled label failure would incorrectly report that no cluster operation occurred.
Rescue the Kubernetes client exception and record cluster_touched before the first namespace mutation. Do not set it before the entire ensure_namespace_exists! call, because StillTerminatingError can return before any mutation.

Rescue StillTerminatingError in setup:create_namespace, or the task exits 2 with a backtrace.
SuiteNamespaces.ensure_exists can now raise SuiteNamespaces::StillTerminatingError when a namespace is still Terminating after the wait. That class inherits from Exception, so the K8sClientCMDException rescue in this task does not catch it. The error then reaches the top-level handler, which prints a backtrace and exits with CRITICAL_FAILURE_CODE (2). The task's own message and exit(1) path are skipped. The repository's top-level handler comment says a missing prerequisite should give guidance and exit 1, not a backtrace and exit 2.

Minor · Treat a namespace that disappears during timeout handling as deleted. · suite_namespaces.cr:79-88
Treat a namespace that disappears during timeout handling as deleted.
If the final timed poll observes the namespace, repeat_with_timeout returns false after the timeout. The namespace can then disappear before the follow-up get(namespace) at line 84. The code still raises StillTerminatingError, so the deployment manager returns false instead of recreating the namespace. This is separate from the Helm::ShellCMD::HelmCMDException handling because StillTerminatingError is raised before Helm.install.

…g into it
cnf_installation2 fails now and then, on main and on unrelated PRs, with
"INSTALLATION FAILED: create: failed to create: namespaces
"cnti-default" not found". The previous example's cnf_uninstall deletes
the namespace the suite created with --wait --timeout=60s; when the
deletion takes longer, the namespace is still Terminating when the next
install runs. SuiteNamespaces.ensure_exists found it, labelled it and
went on, and helm install then met the namespace as it disappeared.
create_missing, used for the namespaces manifests reference, skipped it
the same way.
ensure_exists now waits for a terminating namespace (status.phase
Terminating, or a deletionTimestamp) to be gone, up to
GENERIC_OPERATION_TIMEOUT, and then creates it as for a missing one;
create_missing treats a terminating namespace as missing. A namespace
still there after the wait raises SuiteNamespaces::StillTerminatingError
naming the namespace and the conditions that hold it (the remaining
content or finalizers); setup:create_namespace and the Helm and manifest
deployment managers report it like an install error, so cnf_install ends with exit code 1 and that
message, not a crash. Both managers now mark the cluster as touched
before they create a namespace: one created and then failing on its
Pod Security label, or followed by one that fails, is left for
cnf_uninstall instead of being reported as nothing installed.
Spec (cnf_installation1): a namespace held in Terminating by a finalizer
on a ConfigMap, released after five seconds; ensure_exists returns an
active namespace the suite owns, at Pod Security level privileged.

…rt, and let no cleanup hide a failure
The prometheus_traffic and open_metrics specs failed now and then on
unrelated PRs (#2859, #2860; green on rerun), always on the same line:
the ensure block's "helm delete prometheus" assertion. Three defects
made that the only visible symptom:
- The specs ran helm repo add and helm install of an unpinned chart
from GitHub through ShellCmd.run and never looked at the exit status,
so a network blip left no Prometheus and nothing said so.
- KubectlClient::Wait.resource_wait_for_install did not wait for a
Deployment, StatefulSet, DaemonSet or ReplicaSet that did not exist
yet: replica_count raised NotFoundError at once. The example ended a
second after cnf_install, which is what every failed run shows.
- The cleanup asserted that helm delete succeeded; with no release it
failed, and its assertion replaced the example's own failure.
The specs now install Prometheus through one helper that uses the
suite's Helm.helm_repo_add and Helm.install (transient network errors
retried, a failed install raised with Helm's message), refreshes the
repository index (repo add leaves an existing repository as it is, and
the self-hosted runners keep it between jobs), pins the chart to
29.39.0 for Renovate, and waits for the server as an assertion.
Alertmanager persistence is turned off with the chart's actual key
(alertmanager.persistence.enabled; the old persistentVolume key left a
2 GiB claim behind), and the no-op pushgateway key is gone. Each example
runs inside with_prometheus, which removes the release afterwards: a
failed removal fails an example that passed, and is only printed after
one that failed, so it can no longer replace the real failure. resource_ready? treats a workload that is not there yet as not
ready, as it already did for the other kinds: a caller waiting for a
Deployment an operator creates a moment later waits for it instead of
ending on an exception.
