Renamed the GitHub Actions workflow file from pr.yml to validate.yml and updated the workflow name to 'Validate Pull Request' for improved clarity.
Adds steps to delete any existing local and remote tags for the new version before creating and pushing the new tag. This prevents tag conflicts during the publish workflow.
