Add a separate beforeComplete plugin hook: allow a proposed final response or block it with corrective feedback that keeps the same agent turn working.
Apply gates to text and structured outputs in primary/headless/task sessions. Rejected structured output must be resubmitted; preserve ordinary tool permissions and loop guards.
Bound repair to three continuations, then fail loudly rather than reporting success against a rejected gate. Honor cancellation and input arriving during asynchronous checks.
Preserve turnEnd behavior, persist/report the new lifecycle event, and document the contract and a filesystem-based handoff gate.
Why this improvement
This is the selected result of a bounded, static investigation of the locally installed Claude Code 2.1.319, as requested. No Claude Code process was launched or prompted. REA parsed selected JavaScript recovered from its Mach-O __BUN section as inert text. Inspection of the shipped completion loop showed hook rejections fed back into the model with bounded continuation; Xal previously exposed only an observational turnEnd hook that could not request repair.
Xal already has configured verification receipts, goal evaluation, safe file mutations, bounded tool concurrency, and output/context recovery. This change adds an extensible completion boundary rather than duplicating those systems. It uses Xal's own hook infrastructure and contains no copied Claude Code implementation or extracted sources.

Coverage is explicitly partial: selected static code, not a runtime observation or a complete Claude Code feature audit. Raw evidence is retained locally, not published.
bun checks:fix: full pipeline passed, including 900 CLI tests, Rust checks/tests/clippy, typecheck, lint, formatting, website checks/build, and release validation.
Filesystem integration: a blocked completion causes a real write tool repair before success.
Both reviews found a verification-baseline regression. New text/structured regression tests reproduced it before the fix and pass after retaining the baseline until a correction is issued; configured checks now run against the repaired workspace.
Independent exhaustive $code-review and self-review: both Standards and Spec PASS on 4c85a55..5465ac0, with all 10 files / 23 hunks / +552/-16 lines covered and no remaining blockers.
Final-head GitHub CI green: checks plus all eight macOS/Linux/Windows release-build jobs passed.
CodeRabbit feedback assessed: initial review reported no actionable code findings. Its generic docstring warning conflicts with the repository's no-code-comments rule; docs are maintained separately. The follow-up was skipped/neutral due to the OSS review limit, so the final fix was covered by the independent full-diff review and self-review instead.
Opt-in: no hooks means no new model requests. No new dependency or configuration setting.

Walkthrough
The change adds a beforeComplete plugin hook that can allow a proposed completion or block it with feedback. Blocked completions continue the turn, with a limit of three repair continuations. The change also updates hook event parsing, tests, and plugin documentation.

Summary
Hook contract and reporting apps/cli/src/hooks/types.ts, apps/cli/src/hooks/registry.ts, apps/cli/src/hooks/registry.test.ts, apps/cli/src/sessions/records.ts, apps/cli/src/sessions/records.test.ts
The hook API adds beforeComplete and the before_complete event. The registry runs handlers in registration order, validates block results, and reports outcomes. Session record parsing accepts the new event.
Turn completion and repair apps/cli/src/agent/session/turn.ts, apps/cli/src/agent/session/completion-hooks.test.ts, docs/plugins.md
runTurn checks regular and output-contract completions before ending the turn. A block adds feedback and retries, up to three continuations. Tests cover repair, queued input, interruption, and failure cases. Plugin documentation describes the hook and provides an example.

CodeRabbit feedback assessed: the initial review at 5e575e9 reported no actionable merge-blocking risk and no inline code findings. Its generic 80% docstring-coverage warning is not applicable: AGENTS.md explicitly prohibits code comments, and the public hook contract is documented in docs/plugins.md with the verification interaction in docs/configs.md. No docstrings were added in conflict with repository standards. CodeRabbit skipped 5465ac0 because the free OSS review allowance was exhausted; this is a neutral check, not a completed review of the fix. The final full diff is undergoing an independent exhaustive Standards/Spec review in addition to self-review. Local bun checks:fix passed with 900 CLI tests and all other pipeline stages; final-head GitHub CI is still running.
PASS — no remaining blockers. Recommendation: PROCEED. The independent subagent also exhaustively reviewed the same final diff and returned PASS on Standards and Spec, with matching complete coverage.
Spec: /tmp/xal-completion-gates-spec.md. Standards: root AGENTS.md and existing hook/session/verification conventions. Initial patch and the complete follow-up patch were read line-by-line, including every addition, deletion, test, and documentation change; the final inventory reconciles both snapshots. No renames or binary changes.
Standards
PASS. Runtime decisions are narrowed through existing JSON guards. The implementation reuses hook registration, reporting, cancellation, redaction, session persistence, output contracts, and ordinary tools. It adds no dependency, cast, code comment, or plugin dependency. Documentation covers the API and its verification interaction. Failures are explicit, and rejected completion never reports success after exhausting the budget.
F1 (Medium, must fix before proceeding) is resolved: the new continuation exposed premature consumption of the configured-verification baseline. turn.ts now retains it until a correction is actually issued. This fixes the cause without changing the existing one-correction-per-turn policy.
Remaining blockers: 0. Advisories: 0.
Spec
PASS. Both text and structured completion paths run the opt-in gate; primary and task sessions share the loop. A block returns bounded redacted feedback, resets rejected structured output, and permits at most three repair continuations. Hook inputs are cloned, first block stops a pass, cancellation/invalid results fail or interrupt, queued activity is rechecked, and existing direct-shell/restart/turnEnd behavior remains separate. The new event is registered, listed, reported, and parsed from persisted records.
The F1 regression was reproduced with two real-shell tests before its fix: both ended after three provider requests instead of the five needed to run verification. Both pass after the fix, including fresh verification receipts against the repaired workspace. No unresolved acceptance gaps found within this opt-in scope.
CodeRabbit: initial review had no actionable code findings. Its docstring-coverage warning conflicts with AGENTS.md's no-code-comments rule and was not applied. The final follow-up was skipped/neutral due to the free OSS review limit; it is not claimed as a completed CodeRabbit review of the fix.
