Overview

Cleanup our build scripts.

This:

• modifies the example libraries build script so they only build when something has changed (and adds a --force option to make it build anyway)
• removes building of the examples from the packaging step
• only rebuilds venv when ROBOTPY_INSTALLER_VERSION changes
• fixes the output from npm run package to ACTUALLY show what will be installed instead of the contents of the directory.
