Update CINDER_VERSION to 23.5.0+a8e.0.10, containing the native sparse cross-cluster RBD migration backport. Source release / publish succeeded.
The initial build failed because uv found pbr on the VEXXHOST index but the release-pinned version was absent there. Install pbr from PyPI with the same upper constraints first, then install Cinder and vendor dependencies through the existing index configuration. This preserves the constrained pbr version and does not broaden index selection for all dependencies.
Base image digests and build workflow are unchanged. CI rebuild must pass before merge. Post-merge builds publish the stable container image.
