Prepare 0.1.63 with smaller wheels and refreshed docs

Prepare 0.1.63 with the merged performance, release-wheel slimming, interactive documentation, and repository cleanup changes (#583, #587, #590).

Bump the project version, pin installation examples to 0.1.63, and replace stale release instructions with the current gated publication sequence: 34 CUDA wheels plus 12 CPU wheels, public CPU wheels/source on PyPI, and explicit CUDA indexes. Remove outdated runner-management instructions in favor of the current CI configuration.

Validation: 137 packaging/release tests passed locally. The strict 0.1.63 Sphinx build and all six theme/viewport browser combinations plus viewer/WebGL/data/no-JavaScript fallbacks pass; diff checks pass. The merged source exactly matches the previously validated combined tree. Full CPU/CUDA CI, representative wheel builds and installation checks, and the docs/tutorial/playground checks remain release gates. The version tag and PyPI publication will follow successful validation and review.
