chore: remove the status band mod from core - #936

Conversation
The Claude plugin directory holds any plugin that includes a Claude Code mod for a content-policy reviewer (MOD_PRESENT), and the status band was the last hold on core v6.18.1. Remove hooks/mod/ and the hooks.json `modules` entry, the band's tests and its publish exclusion, and the docs that described it. Every gate was already a classic hook, so nothing ArcKit enforces changes; /arckit:health and the stale-artefact monitor still report stale drafts and overdue reviews. tests/plugin/no-mod.test.mjs keeps a mod from coming back into core. The v2.1.287 floor stays: it also makes plugin SessionStart hooks run in new cloud sessions. Why
Core v6.18.1 is held in the Claude plugin directory's content policy review for one reason: "This plugin includes a mod" (
hooks/mod/register.mjs). Every other finding on that version is a warning or a note (the CHANGELOG download-and-run line and the four listing fields inplugin.jsonhold nothing). Removing the mod leaves core with no policy holds. What changes

Release 6.18.2 (you type
/release 6.18.2). The arckit-claude push webhook triggers the directory rescan straight away. A clean first version still goes to a reviewer as a publish request.🤖 Generated with Claude Code
