chore: drop the Write permission rule Claude Code ignores - #915

Claude Code checks file tools against Edit(path) rules only, so the Write(//workspaces/arc-kit/projects/**) allow rule never matched and produced a settings warning at startup. The Edit rule beside it already covers Write. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
