GetBucketVersioning reports Enabled for buckets that keep versions since tigrisdata/tigris-os#5782, and policies can grant
s3:GetBucketVersioning. This adds it to the supported IAM actions and marks it supported in the S3 compatibility table.Note

Overview
Documents GetBucketVersioning as supported on Tigris after the API change in tigris-os#5782 (versioned buckets report Enabled and IAM can authorize the call).
The S3 compatibility matrix now marks GetBucketVersioning as ✅ for Tigris instead of ❌. The IAM supported-actions table adds
