Instrument FW will be releasing with TLS communication over raw sockets in support of EU CRA. This communication will be the preferred way to communicate with instruments and will be over port 5026 as it is encrypted. Resolves: TSP-1460

Rename upgrade to update firmware. Resolves [TSP-1312](https://jira.global.tektronix.net/jira/browse/TSP-1312)
Run both lan and visa discovery in parallel (when visa is enabled) so we don't have to wait for VISA. This is only part of the resolution for TSP-1262. The other part is to modify TSP Toolkit to parse the input as it comes in rather than all after the program exits. Resolves: TSP-1262
Add a github actions workflow to automatically add a new PR to the TSP Toolkit project
A large system of instruments could exceed the reading buffer when running `.nodes` command. This fixes that by continuing to read until the end sentinel is read. Resolves: TSP-1989
