ci: keep the 3.9 floor on ubuntu-24.04, follow ubuntu-latest for the rest (#72) - #105

…rest setup-python has no Python 3.9 for Ubuntu 26.04, which ubuntu-latest becomes from 2026-10-19 (#72). Running the suite on 26.04 early showed the 3.9 setup fail while 3.11 and 3.13 passed. The floor is its own job pinned to the last image that has it; the other two stay on the floating label so the Linux half follows the image. Reverts the trial's explicit 26.04 label.

Sweep timing, like for like. Scheduled run 2026-10-05 on 24.04: 423 mutations, 8m53s. Trial on 26.04 (the first commit of this branch): 424 mutations, 6m35s, all caught. So the image move does not slow the sweep. The caps' 'roughly four times' is stale for a different reason: the tables grew from 244 to 424, leaving about 2.3x headroom. Recorded next to the cap in sweep.yml; no cap change. |

Closes #72 once the sweep timing below is in.
What the trial found. Running every Ubuntu job on
ubuntu-26.04(Ubuntu 26.04 is already generally available, so this was testable before the 2026-10-19 label move): 3.11 and 3.13 pass, butsetup-pythonhas no Python 3.9 for Ubuntu 26.04 (The version '3.9' with architecture 'x64' was not found for Ubuntu 26.04). That is the failure #72 guessed at and could not confirm.A second finding. In that run
Test on 3.9still reported success after its setup step failed, because the steps share a condition that lets them run regardless. The job was red only because of the setup step. So the floor was not tested on 3.9, and nothing but that one failed step said so.The change. The 3.9 floor is its own job,
test-floor, pinned toubuntu-24.04(still a hosted image), with noifbetween setup and test so a failed setup stops it.testkeeps 3.11 and 3.13 onubuntu-latest, so the Linux half moves with the label on the 19th with nothing to remember.cineeds the new job (the needs assertion enforces it). CONTRIBUTING updated to match. Costs about one more billed minute per push.Sweep timing on 26.04 against the 5m13s / 4m55s baseline is running separately and will be added here.
