Closes remote memory-exhaustion DoS in QUIC stack (RUSTSEC-2026-0185, high 7.5):
quinn-proto0.11.14 → 0.11.16.cargo auditnow clean.Toolchain moves to Rust 1.96.1 (nixpkgs bump 1.95 → 1.96.1) plus routine dep refresh (rustls, aws-lc, quinn).
cargo-watchremoved from devShell/Justfile: unmaintained (archived) and its 8.5.3 build fails to link on aarch64-darwin, which brokejust update. It wasn't actually used.Version bumped 0.8.5 → 0.8.6 to ship the security fix.
