Register WlindablaUserBundle and create the default configuration for the 1.0 version: wlindabla_user.yaml (classes.user, optional modules as commented examples), the route import, the tag-aware cache pool used by UserProvider, the two_factor_resend and password_reset rate limiters, the app.site_name and app.env parameters, and a post-install.txt listing the remaining manual steps.

Adds the Flex recipe for wlindabla/user-bundle (Symfony 6.4 / 7.4 / 8, PHP 8.3+):

• registers WlindablaUserBundle in config/bundles.php
• config/packages/wlindabla_user.yaml with the required classes.user and the optional modules as commented examples
• config/routes/wlindabla_user.yaml importing the bundle routes
• config/packages/wlindabla_user_cache.yaml: tag-aware cache pool used by UserProvider
• config/packages/wlindabla_user_rate_limiter.yaml: two_factor_resend and password_reset limiters
• app.site_name and app.env container parameters
• post-install.txt listing the remaining manual steps

The cache pool and the rate limiters are in their own files so that an existing
cache.yaml / rate_limiter.yaml in the project does not prevent them from being created.

Diff between recipe versions
