Tags handlers with on_shutdown: only from symfony/symfony#67047 to close them when the kernel shuts down. Older Symfony versions keep the existing lifecycle manager and shutdown hook and dependency constraints.

Back to draft: we plan a kernel.shutdown tag for Symfony 8.3. With it, the handlers can be tagged to be closed when the kernel shuts down, even when something else keeps them alive. Removing the lifecycle manager before that would stop closing those handlers, so I'd rather move to the tag directly.
