Set "Tool" eyebrow and align DisplayName with combined docs - #580

The combined Swift.org documentation site groups Swiftly under a "Tools" section and labels it "Installer (Swiftly)". Set the page's title heading (eyebrow) to "Tool" and update its DisplayName to match, so the catalog is correct on its own, not just via the aggregator's nav override.
