Fedora and Debian nightly Dockerfiles installed the toolchain into
/opt/swift/${SWIFT_VERSION} while every other distro extracts straight
to /. This also removes now-dead SWIFT_VERSION/SWIFT_BRANCH/SWIFT_TAG
args left over from the release Dockerfile template.
