data: add Vectorize Hindsight startup credits

What changed

Adds Vectorize and its current Hindsight Cloud for Startups program with one startup-specific offer.

The record captures:

• Up to $15,000 in Hindsight Cloud credits:
  • $1,000 to build
  • $4,000 in additional launch credits
  • $10,000 in additional scale credits
• Credits valid for 3 months from approval
• A dedicated Slack channel with the Vectorize engineering team
• Monthly office hours
• An architecture review for the startup's memory system
• The published startup eligibility and exclusions
• consideration.kind: none, based on Vectorize's explicit statement that the program has no equity, no exclusivity, and no strings

The change is data-only and adds exactly one file:

vendors/ve/vectorize.yaml
