… test networks Add the repositioning paragraph to README, ARCHITECTURE, BRIDGE_SPEC, SECURITY and the terminal. Replace the fee schedule and treasury split with an operator fee parameter. State audit scope per layer. Mark the terminal and the playback as dated test-network records and remove hardcoded status defaults. Label ADDRESS_REGISTRY as devnet test addresses. Retire scripts/deploy-terminal.sh.

Documentation and demonstration-page changes. No program code under programs/ and no relayer code changed.
Repositions SOQ-TEC as post-quantum custody and cross-chain settlement software for regulated custodians, exchanges and issuers who operate it under their own licences. The README, architecture, bridge specification and security documents open with that statement; operator actions are attributed to the licensed operator; the fee schedule becomes a configurable parameter; proof-of-reserves is an operator obligation. The dashboard page and the demo playback are marked as 2026 test-network demonstration records with hardcoded status values removed. The address registry is labelled as devnet test addresses. The terminal deploy script now refuses to run.
Follow-up code PR still needed in relayer/src/api.ts: the status payload fields, the tombstone text on the closed bridge routes, and the unauthenticated halt, resume and airdrop routes. The live relayer behind soqtec-relay.soqu.org was stopped on 2026-09-11 and the hostname serves a static closure.
