Vendor-neutral guidance for AI coding agents: what the library is, the verified build/test/lint commands, the golden-file test layout under test_certs/, the Go-version build-tag split for ML-DSA, and the conventions to follow when adding OIDs. CLAUDE.md is a one-line @AGENTS.md import so Claude Code reads the same file.
