Adds the September framework version to the saucectl config schema (INT-757):

  • cypress 15.21.1 (sauce-cypress-runner v14.5.0)

playwright and testcafe have no new versions this cycle. Bundled schema regenerated via make schema (the bundler needs Node ≤ 22; its yargs fails on Node 26). Follows the pattern of #1095.

Draft: hold until 15.21.1 is exposed on test-composer in production (saucelabs/devx/test-composer!402, rolling out under INT-756).

Known gap, out of scope here by decision: the August versions (cypress 15.20.0, playwright 1.62.1) were never added to the schema. They're left for their owners rather than folded into this PR.
