This adds a `flavor_name` config option, that takes precedence over `flavorRef` and is used to look up the Flavor by that name.

This adds a

Background: The Sovereign Cloud Stack IaaS Standard 0100 defines a Flavor naming pattern for better portability and comparability between cloud providers. We need to be able to specify instances by Flavor name to make use of those well-known names.
