feat(event): add bounded agenda command

Summary

• 新增 wspc event agenda --from VALUE --to VALUE
• 解析 explicit --tz、WSPC_TZ 或系統 zone，並傳送 canonical agenda query
• 同步 OpenAPI SDK/types、generated command、README 與固定 union table columns
• required boundaries 在 CLI 端阻擋缺漏 request

Testing

• agenda/codegen/output focused tests: 72 tests
• typecheck
• build
• npm pack dry-run
• generation drift 與 diff check
• Standards review 與 Spec review 通過

Full suite 其餘 648 tests 通過；6 個既有 drive-bind tests 在平行執行時因 module path 解析至 /src 失敗，與本 diff 無關。
