Proposal: add ability to switch incident assignee

Currently the incident assignee is set automatically based on the route + schedule without an option to switch to another engineer.
This scenario doesn't fit cases of multiple on-duty engineers and escalations to another line.

Would be nice to have an option to manually switch assignees.

Thanks for the proposal. We clarified the scope against the current data model.

Because IncidentRelay currently exposes AlertGroup as the day-to-day "incident", #83 is interpreted primarily as manual reassignment of AlertGroup.assignee.

• 2.3: AlertGroup Assign to me and manual Assign/Reassign.
• Reassignment changes the technical assignee only.
• It does not imply ACK and does not reset escalation policy, escalation level, rotation or next scheduled escalation.
• Audit/timeline and concurrency protection are required.
• First-class Incident also gets independent assign/reassign/unassign in 2.3.
• AlertGroup.assignee and Incident.assignee remain separate.
• 2.7 / Incident Management v2: On-call roles and role-aware scheduling #59: On-call Roles add role-aware suggestions/resolution without removing either manual reassignment flow.
