Add NoDL tutorial prototypes for basics and dummy robot

Summary

• add rendered tutorial pages for ROS 2 basics and the dummy_robot system
• add a pinned ros2/demos bootstrap plus a NoDL registration verification package
• document the remaining tutorial tracks as implementation breadcrumbs and record current NoDL workflow gaps

Verification

• built the Sphinx documentation with warnings treated as errors
• validated the three curated NoDL documents
• ran the repository pre-commit checks on the changed files
• visually checked the local rendered tutorial pages

Live ROS checks require a ROS 2 environment and are intentionally left to the tutorial bootstrap workspace.
