Staging Environment CI/CD Pipeline

While there are separate workflows for the frontend and backend folder the general sequence is the same.

introduce git pre-commit so the developers have to format on commit
changed to only fail ci when formatting fails
make deployment on staging environment continuous (on every pull-request merge deploy in kube cluster)
create production pipeline (keep that tag based)
run integration pipeline before deploying (if something was pushed on master directly)
changed to only run test and formatting (in case something was pushed to master)
implement actual test that get executed on workflow run
improve caching for quicker action runner (maybe self host runner in kube cluster)
