In midgame my soldiers didn't attack enemies and vice versa #134

Describe the bug
In midgame (maybe for another players that's too early to say that is a midgame, but it's not earlygame too. I captured all towns and villages in Katkoula and Balavu islands and 2/3 Lijnhaven island in Tanoa.

**When NATO attacking my radiotowers or military bases my soldiers don't attack them and vice versa. They starting engaging when I as human player start to attack NATO which want to capture my base. They shooting each other for couple of minutes and again do nothing between themselves. They walking around very close to each other and nothing happens. I have wanted status and until I starting shooting enemies, they doing nothing with me.

The last initiative of my AI squads and soldiers was when policemen in Losi attacked for unknown reason Gendarmerie in Harcourt which was uncaptured yet. Earlier for example policemen shooting helicopters and planes patrolling area, because I equiped them with Titan MPRL launchers. Now they acting like they are blind for enemy aircrafts./**

To Reproduce
Hard to reproduce. I have a lot of squads, about 15-20. Maybe that's the cause?

Expected behavior
NATO should normally attack my soldiers and vice versa like it was earlier.

Additional context
It does not matter that my soldiers were recruited in barracks or were former gang members.

Screenshots
At the top of the screen there are my troops and at the bottom of the screen is NATO soldier, who "can't see" my troops and they can't see him. The same situation was on the open space without any buildings.
