Persistent save produces invalid save, unable to be loaded

Describe the bug
Persistent save function produces invalid save that can't be loaded.

To Reproduce
Steps to reproduce the behavior:

1. Play the game for a while, do at least two battles for city and base
2. Make a persistent save
3. Load the save

Expected behavior
Loading works.

Actual behavior
Loading does not work.

It seems the problem is these types of unescaped, raw entries No task, removing them allows me to load the save again.
