fix(mobile): usage-limit card matches the thread's other cards - #38

Same heading, body, and button layout as the thread creation card, and the same wording as web: "Resets at …" with Auto-resume, then "Resumes automatically at …" with Cancel. The button is disabled while the request is in flight.

The phone's usage-limit card used older wording than web, and its layout differed from the other cards above the composer.
It now follows
ThreadCreationFailedCard: a small "Usage limit reached" heading, then "Resets at …" with Auto-resume, or "Resumes automatically at …" with Cancel. The button is disabled while the request is in flight. The user docs now name the Auto-resume button.Verified: mobile typecheck and lint pass on the changed file. Not yet seen on a device.
