feat(web): fold the usage-limit resume into the error banner - #37

The resume control now sits in the "usage limit reached" error banner instead of a second banner under it. The standalone banner remains only when no error is showing, so a scheduled resume stays visible and cancellable.

Two stacked banners for one usage limit looked noisy. The Resume at … control now sits inside the existing error banner. Once scheduled, it shows "Resumes at …" with Cancel.
The separate banner now appears only when no error banner is visible (a dismissed error, or a turn Claude holds on the limit), so a scheduled resume is never hidden without a way out. Mobile has no top error banner, so its card is unchanged.
Verified: web typecheck clean; lint clean (ChatView warnings unchanged at 76);
src/components/chattests (846) pass.
