New DBC file for HPO Heartbeat landed, which provides control state and command value feedback on top of the existing heartbeat. Required changes to sygnal_can_interface and other relevant surfaces. None of this should affect existing Sygnal vehicles as LEV05 is the only caller for HPO related logic.
