bug(pde2e-testenv-prepare): qemu-user-static no longer exists in ubuntu 26.04

Description

In the action pde2e-testenv-prepare we install qemu-user-static which is working in ubuntu 24.04 but no longer works on ubuntu 26.04

Reading https://lindevs.com/install-qemu-user-space-emulator-on-ubuntu we should now use

sudo apt update
sudo apt install -y qemu-user

I think we just need to use another package, see: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1079603.

I think it should be qemu-user
