Manifests

• Have you checked that there aren't other open pull requests for the same manifest update/change?
• Have you validated your manifest locally with winget validate --manifest <path>?
• Have you tested your manifest locally with winget install --manifest <path>?
• Does your manifest conform to the 1.28 schema?

Note: <path> is the directory's name containing the manifest you're submitting.

• Added PackageUrl.
• Added 4 tags. I remember from a couple days ago that I ran winget search vbcable and was surprised that there were no relevant results.
• Changed Architecture: x64 → x86. The PackageUrl insists it supports x86, so let's see if it does.
