Custom snooze uses the browser's native time popup, which clashes with the themed date picker. Snooze options in Settings expose the same popup.
Change
Reuse the app's Select controls for hours and minutes, with menus bounded by the available viewport height, keyboard navigation, and scroll padding that keeps the selection clear of the scroll arrows.
Keep all 24 hours and 60 minutes available and preserve the existing HH:mm values.
Scope and approval
This qualifies for CONTRIBUTING.md's small, focused fix for an obvious bug exemption: the supplied screenshot reproduces an unthemed native popup in the existing snooze form. The fix replaces that control with existing themed Select components and keeps its menus within the viewport. It introduces no new feature, scheduling workflow, or product default, so no prior issue or approval discussion is claimed.
Covers the shared Custom snooze dialog and snooze options in Settings. Web and desktop share these controls; mobile retains its platform pickers. Scheduling, providers, and wire contracts are unchanged.
Verification
vp run check:changed passed: format, lint, both knip checks, affected typechecks, and four existing snooze tests.
Checked the actual isolated dev client with a free Replay thread: mouse and keyboard selection, saving 23:59 and reading back the persisted timestamp, waking the thread, cancellation, rejecting a past time, the calendar, a 390 px viewport, and snooze settings surviving reload. Captured dark and light themes. Desktop Electron and native mobile were not run.
On a 400 px-high viewport, both menus measured 216.5 px (matching the available height), stayed inside the viewport, and keyboard End still selected 23 and 59. Short-screen capture.
The Browser panel repeatedly timed out while taking snapshots; captures and interaction checks used the repository's installed Playwright against the same isolated dev server.

Walkthrough
The change adds a shared TimePicker with separate hour and minute selectors. The custom snooze dialog and snooze preset settings now use it instead of native time inputs. SelectPopup adds a compact variant with a height limit and scroll padding.

Summary
Shared time picker apps/web/src/components/ui/time-picker.tsx, apps/web/src/components/ui/select.tsx
Adds a controlled TimePicker with zero-padded hour and minute selectors. SelectPopup adds a compact variant with a maximum height of min(15rem, available height) and scroll padding.
Snooze form integration apps/web/src/components/CustomSnoozeDialog.tsx, apps/web/src/components/settings/SnoozePresetsSettings.tsx
Replaces native time inputs with TimePicker. The custom snooze dialog updates its time and clears the error when the value changes. Preset settings pass changed values to onChange without the previous HH:MM regex check.

Keep the time menus within the available viewport height.
When less than 15rem is available, max-h-60 replaces SelectPopup’s max-h-(--available-height) limit. The menu can extend past the viewport and hide time options. Cap each list at the smaller of 15rem and --available-height. Put that treatment in a SelectPopup variant. (raw.githubusercontent.com)

Duplicate of #23518, which already replaces the native custom-snooze time input with themed hour/minute selectors and supports the configured time format. Closing this overlapping implementation in favor of that existing PR.
