refactor(skills): adopt infra-copilot plugin, drop in-repo infra-setup - #14

The infra-setup skill and /infra-setup command were extracted into a standalone, org-agnostic Claude Code plugin published at hasansezertasan/infra-copilot (v0.1.0). This repo now consumes the plugin instead of carrying the skill itself — config, not logic. - Enable the plugin via .claude/settings.json (extraKnownMarketplaces + enabledPlugins). autoUpdate is OFF — plugin updates are pulled only when someone explicitly updates, pinning this infra repo to reviewed plugin versions (the plugin lives under a personal account, so we don't auto-run unreviewed changes here). - Add .claude/infra-copilot.local.md with perish.dev's non-secret identifiers (org, apex domain, Cloudflare account/zone IDs, managed repos, HCP status-check id). No secrets — those remain in HCP workspace variables. - Remove .claude/skills/infra-setup/ and .claude/commands/infra-setup.md; /infra-setup now resolves from the plugin.

Follow-up to the cutover: README/AGENTS/CONTRIBUTING still linked the in-repo .claude/skills/infra-setup/SKILL.md and command that were removed. Repoint those to the infra-copilot plugin, and update README's directory tree to show .claude/ now holding settings.json + infra-copilot.local.md.
