The parent builds <scm> and <issueManagement> from osgi.scm.repository and fails the build without it (osgi/org.osgi.maven.pom#15). All modules report https://github.com/osgi/org.osgi.service.packageadmin. The reactor description is now "OSGi Package Admin Service (deprecated)" instead of the placeholder; the description is the Bundle-Description of the API bundle.
