Add QfNewsParser to expose opt-in QField blog news items

This pr adds QfNewsParser, which reads an RSS feed (the qfield.org blog) and shows the latest posts as cards on the welcome screen

News is opt-in. Only posts published after the user turns it on, and within the last 30 days, are shown. Each card has a title, a short description, a Read more button that opens the post, and an X to dismiss it. Either way, a handled post wont come back. When there is more than one post, you can swipe between them and dots show where you are. Nothing is fetched while the option is off, and the last fetched feed is cached so the cards still show offline.

• htmlToPlainText moved to QfStringUtils so plugins can use it
• ScopedIniSettings moved into test/testutils.h, shared by the four tests that use it
• QfWelcomeCard.Panel gets a closeClicked signal and a collapseOnClose property, so a panel can handle its own X (defaults keep the existing cards unchanged)

The settings toggle comes in a follow-up.
