Part 25 of 29. Stacked on #328.

The inherited T3 Code review, terminal, source control, plan mode and project UI conflicted with Akeru's bot-first navigation. This cut removes those surfaces and their server and mobile backends, starts the places rail and bot side sheets, and brings settings, pairing and activity presentation into the new shell. Legacy stored values still decode. Account instances can connect separately, and the server reports real tool actions.

The redesign preserves upstream #299 memoized message rows and #300 mobile feed/header paths while carrying reply anchors and existing bot controls. Cuts 25, 26 and 27 must merge together; cut 25 does not build usefully at its intermediate commits. The final cut tip passed a frozen install and all five typechecks with zero errors and warnings. The desktop app and phones were not launched.

Squashes four commits from redesign-sidebar-navigation that only compile together: - feat(server): retire review, terminal, source control, plan mode and t3.json backends - feat(mobile): remove terminal, files, Git and Add Project screens - feat(web): remove review, diff, terminal and project UI inherited from T3 Code - feat(web): pairing card and link permissions without review or terminal grants Merged onto the roadmap branch: roadmap computer use, attachment reveal, image generation, hidden wakes, mentions, $ skills and / commands, and the roster composer keep working. Retired values (Cursor settings and credentials, plan-mode threads, source-control settings links, the old vcs-refs IndexedDB store) still decode. The removal commit deleted terminal, files, Git, review, project picker and plan-mode code that the roadmap's roster screens still used. Home, new chat, chat, feed and settings keep the roadmap roster look, i18n, dictation, mentions, group chats and delegated work cards, without those controls.
