I've updated this PR and made some new changes.

As instructed, in this PR I've moved Shopfloor’s self-hosting setup from Vercel/Inngest to Docker-based web and worker services, using Postgres and pg-boss for durable jobs.

It also adds optional pgvector review history, makes webhook acceptance transactional, and fixes review-only execution and PR checkout. The existing pipeline and review rules stay unchanged.

- Introduced a new control plane application using Next.js to facilitate self-hosting of the Shopfloor webhook router
- Updated .gitignore to include Next.js build artifacts and environment files.
- Enhanced esbuild configuration to support multiple entry points for the control plane.
- Added necessary scripts and dependencies in package.json for control plane development and building.
- Created API routes for GitHub webhook handling, health checks, and job execution.
- Implemented a database connection for persistent run history using Neon/Postgres.
- Added documentation for setup and usage in README.md and new markdown files.
- Included TypeScript configuration and environment variable examples for the control plane.
- Enhanced Next.js configuration to support monorepo structure, including output file tracing and module resolution.
- Updated import statements across multiple files to remove file extensions for improved consistency and compatibility.
- Added asset handling for markdown and template files in the webpack configuration.
- Added Docker support for self-hosting the Shopfloor control plane, including a multi-stage Dockerfile and a docker-compose configuration.
- Introduced a new Postgres-based job queue using pg-boss for durable job management.
- Created a migration script for initializing the database schema.
- Updated environment variable management with a new .env.worker.example file.
- Removed Vercel-specific configurations and dependencies, streamlining the deployment process.
- Enhanced the README with instructions for Docker self-hosting and updated API routes for the new architecture.
