Adding specialty PR templates to this repository and adding links to these templates in the default PR template.

I clicked on the 3 dots at the top-right of this box displaying this code, went to "View File" to look at the preview, then clicked all the link, and they all go to the top-level .github directory. I believe this is supposed to open or display a file. I also created a test PR and pasted in this template to see if that changed anything. It did not.
