testing-singlewindowskill with a section on building/running the TigerBeetle bridge simulator (including the brokengo mod tidyworkaround and the in-memory-store caveat) and a regulatory-layer section covering procedure roles, permit seeding, and theunder_assessmenttransition dead end.
