Stop Changesets from publishing npm packages

Summary

• keep the Release workflow running to create and update Changesets version PRs
• remove direct npm publication through changeset publish`n- remove npm token usage from the workflow
• remove VS Code extension publishing that depended on the npm publish output

Validation

• workflow YAML parses successfully
• repository pre-commit formatting check passed
• repository pre-push token build and CSS/site/JS lint checks passed
