Add complete Simplified Chinese translation (README.zh.md) to help Chinese-speaking developers easily understand and use Olive for AI model optimization and ONNX Runtime deployment. Also configure a PyPI-safe bidirectional language switcher in README.md.

• Created README.zh.md mirroring 1:1 the full structure of README.md, including news highlights, CLI installation, automatic optimization steps with Qwen2.5, Windows symlink notes, ONNX Runtime inference, and community links.
• Configured PyPI-safe navigation (English · 简体中文) using absolute GitHub links to prevent broken relative links on PyPI package description pages.
• Preserved all code blocks, commands, alerts, image paths, and formatting.
• Verified 0 trailing whitespaces with git diff --cached --check.
