Release scope

Maintain the cumulative Meteor 3.6 skill updates across the 1.1.0 beta series. The latest published catalog is v1.1.0-beta.3, with 17 skills and guidance verified through Meteor 3.6-beta.3. Earlier Meteor 3 compatibility branches remain supported.

v1.1.0-beta.0 is already the main baseline. This PR carries its post-publication installation records and the subsequent beta.1 and beta.3 changes. Keep the PR open and unmerged while Meteor 3.6 stabilizes. Consolidate and simplify the beta-specific guidance against the official 3.6 release before stable promotion.

No v1.1.0-beta.2 catalog release was published. Catalog and Meteor version sequences are independent. Each row describes the changes introduced at that stage; the latest catalog contains the cumulative guidance with subsequent corrections.

Earlier published catalog releases form the baseline:

• v1.0.0-beta.1, August 26: first public catalog, 12 skills, Codex/Claude plugins and skill ZIPs.
• v1.0.0-beta.2, August 27: 14 skills after adding community-package guidance and debugging, plus testing and routing improvements.
• v1.0.0-beta.3, September 8: 16 skills after adding native/Cordova and CLI installation guidance, with Meteor 3.5.2 compatibility updates.

Latest beta verification

CI on the exact publish commit and the publishing workflow passed.

• Clean-commit frozen install, validation, links, catalog checks, all 33 tests, dependency audit and client manifest checks pass.
• Exact-tag remote Codex 0.158.0, Claude Code 2.1.252 and Skills CLI installations contain all 17 skills and 115 files matching the tag.
• All 17 published ZIPs downloaded and their 115 files match the tag; maintenance evidence is excluded. The CLI ZIP's database reference loads after extraction.
• Fresh conversations in both installed plugin clients report beta.3 and preserve ordered database preflight and recovery limits.
• The maintenance review records 25 new acceptance prompts, four existing version-boundary prompts and eight focused reruns passing final review.

The maintainer authorized publication after the pending outside-contributor review requirement was presented. This is a beta.3-specific maintainer exception; no outside-contributor acceptance or live database/device/OAuth certification is claimed.
