Replace the placeholder note on docs/rest_api/dynamic_content.rst with the Dynamic Content REST API reference ported from the legacy developer-documentation repo. Convert to RST following the modern rest_api page structure (emails.rst): list-table property tables, standard HTTP request/response sections, and PUT vs PATCH edit semantics. Add 'Dynamic Content' to the Mautic Vale vocabulary. Ref: mautic#428, mautic#427

Ported the Dynamic Content REST API reference (Get/List/Create/Edit/Delete endpoints, PHP examples, JSON samples, and property tables) from this legacy _api_endpoint_dynamic_contents.md source. Corrected the legacy variantChildren description that had been copy-pasted from the landing pages endpoint ("landing dynamic content").
