Coin should support deflationary policy for third party dappchains

For non loom chains, several people have asked for bitcoin style deflationary scheme. So basically in the genesis coin should support an inflation scheme, that changes over time.
So for example, someone could configure their chain to have 10% inflation first year, 5% second. Etc . Ideally they just configure the windows of time for rebalance.

We need something similar to the ChainConfigManager that runs in Application.BeginBlock and calls into the coin contract to mint new coins. The coin contract needs to be extended to allow tweaking how often and how much should be minted.

@enlight I am thinking of specifying deflation scheme in form of variables in coin’s genesis, like base minting amount per block and reduction parameter (which reduces amount of coin minted depending upon blockheight), which can be used by coin contract to determine how much coin it needs to be minted per block (when it is called by BeginBlock)

One of the users that requested this already has this live in production, so we need a feature flag method also that can enable this post genesis
